This looks very interesting! However, I am not quite sure whether 
information RFCs as produced by the IRTF can become BCPs. Furthermore, I 
don't think informational RFCs can have official normative language as 
expressed in RFC2119.

Currently the document produces a light of guidance, but it is not 
always clear what this is based on. It would be very beneficial to add a 
bit more context and background to the guidance.
