Congratulations! it's good news to know that there is an official 
working document like this on "meaninful connectivity and digital 
souvereignty".

As a very small suggestion, just in case it may be useful: I find 
important the citation of [GISW2024] as I find that framework much more 
comprehensive and complete than ITU-T's UMC 
(https://www.itu.int/itu-d/sites/projectumc/home/aboutumc/) but I think 
that UMC framework could be mentioned, may be only for acknowledging its 
existence and to say that others (like APC's wonderful work) extend the 
consideration of meaningful connectivity beyond ITU's 6 key dimensions.

Anyways, it is really great news! I just taught a class at university on 
meaningful connectivity and this doc helps me a lot for next year 
course, thanks!
