Let's get away from the deprecate discussion. A more productive 
discussion for the pidf-lo profile is to tell people what to do. My 
suggestion is that people should, for buildings where floor information 
is desired, provide both civic and geo information in DHCP and PIDF-LO, 
and send a LO that includes useful, complete information for both. This 
maximizes utility to the receiver and has no incremental cost.
