Hi Niels, thanks for the update. I do think the document is important for
the RG.

I agree with Andrew Sullivan's breakdown of the argumentation (in the email
thread for draft-irtf-hrpc-political-04), and think that Gurshabad's
framing would help a lot. Just seeing a discussion about what it means for
a "protocol to be political" would be immediately helpful - is it
just shorthand for saying "process is political && impact is political"?
