I agree this section is (too) hard to read and could be improved. Note
that this issue came up seperately recently in the discussion regarding
the draft-klensin-idna-rfc5891bis document, and there might be (or soon
will be) a way to cite xref's without the explicit [blue link block]. So
this is a minor issue that can be resolved to satisfy all parties.
