The oldest reference archive.org has for that page seems to be

http://web.archive.org/web/20020803110822/http://wp.netscape.com/newsref/std/cookie_spec.html

but that's not the original URL for the spec. Back in 1999 I know it was 
hosted at http://www.netscape.com/newsref/std/cookie_spec.html then, but 
netscape.com has unfortunately blocked most of its contents from archive.org 
using robots.txt so it seems the above is now the oldest trace I can find.
