about the process.

Agreed.

These are issues that are worth addressing - if we get the critical mass 
of engagement.

Do not agree.  Holding hostage a draft that will fall behind the ever 
more recent Unicode versions if it is held up isn't the way to make 
progress. It's just a way to demonstrate that IETF can't move at all on 
this issue.
