That depends what you mean by "the problem" here.  "The problem" in
the case of IETF-IANA was described by Jari, Tobias, and me in our
note.  I am not actually convinced that the article in the _Register_
that appeared to be talking about the IETF case made other than a
dodgy inference about problems in the IETF-IANA relationship.
