Didn't Jim just rule this situation as out of scope for this draft?

The fact that the IXP RS is not visible to other AS's doesn't stop it 
being an AS in the middle, i.e. it is not part of the same 
administrative authority.

I'd like to move away from using confederations for this, but would like 
to retain transitive MEDs.
