I will readily admit that putting out Mobile-IP after getting the
letter from Panasonic is slightly fudging.
If it becomes necessary, I'll go through the variance procedure.
My excuse for not doing so is that the patent they refer to has not
    yet been granted.
Clearly, the spirit of 1602 applies, even if the letter does not quite.
Equally, they have indicated a willingness to provide fair and
    non-discriminatory licensing.
Again, complying with teh spirit but not the letter of 1602.

I will also note that Steve Coya and I have asked them to specify exactly
what portions of the drafts they believe relate to their patent.  We have
also asked for the explicit terms for licensing.
