It has been pointed out to me that I mis-edited the CC line, and the
preceeding discussion has therefore not been among the IESG. You will, I
trust, forgive the error, which is mine.

Having said which, the statements made are true: Jeff's comments to Bill do
in fact represent the current consensus of the IESG. And, Bill has not made
a formal further appeal in the sense described by RFC 1602bis.

My suggestion is that if Bill would like to make such an appeal, he should
refer to the draft and make a formal appeal, and we will consider it.
