[Ietf-languages] Forms for ISO 639-3 changes

Below are proposed records and registration forms for new and updated language subtags based on changes in ISO 639-3.

There are only four changes this year that affect the Registry, far fewer than in previous years, because ISO 639 is transitioning to a new structure, with new procedures and with multiple Language Coding Agencies (LCAs) organized around a single Maintenance Agency (MA). This year the ISO 639-3 Registration Authority addressed only the change requests that had been sitting around for several years, and deferred more recent requests to the new structure.
