I see what you mean, but I think that this improves balance.  More so if the WAT thing goes ahead.

This part of the cycle has, until recently, included no IETF chair and only one AD appointment in each area.  The other half of the cycle involves two RTG ADs and the IETF chair, making their task substantially larger.  Adding an ART AD to this half would balance the AD appointment load, meaning that the IETF chair is the only point of imbalance.  Dropping the TSV slot this time around would make the cycles completely balanced, at least in terms of numbers.
