At the bof before mtgvenue, the idea of requiring an IETF registration to
get a hotel room in the block did come up.  I think it requires some
improvement and thought - but that seems like a possible direction to
minimize some of the opportunistic early reservation.

On the other hand, having more options for folks to reserve at with
different prices and less network benefit from being in the main hotel is
helpful.
