Let me chime in with the only "hat" of trying to do "the right thing" and apply common sense. I.e., writing this as neither an IESG member nor a Cisco employee.

There was indeed an issue with D. J. Bernstein's email sent on 2025-11-22, going automatically in moderation, and finally released on the 24th:

To the best of my knowledge, it was not a "censorship" decision by a human being, but more a technical glitch/misconfiguration (we are all human beings prone to mistakes) of the mailman3 moderation settings.

The 2-day delay between the sending and the release is probably due to the weekend.

The comment about the WGLC is still in time (and what would have counted anyway was the send date, not the email release date), i.e., should be addressed. So, a big annoyance but nothing critical.

I will let the tools team to provide, if required, more technical information.

Allow me to give some advice to the whole IETF community: an email to [e-mail] is usually more efficient than a complain to an AD for this kind of issues.

May I also suggest moving following parts of this thread to [e-mail] or [e-mail] as they are more suitable / focus places ? IMHO, the core of the issue should be the TLS WG last call discussion and not the surrounding context (albeit "censorship" is obviously another critical topic).
