Anyway, I'm (still) happy with -02.

I think it's mostly fine.  My (longer mail) comments are mostly nitpicking.  I mentioned that I think 9.1 goes into more detail than is strictly necessary, but that need not hold up the doc.  It also skips other interesting cases (full/half width, hiragana/katakana/kanji, etc.)  If I was touching that part, I'd yank most of it and just say "you need to be careful with addresses" and maybe list a few examples of why (like the bullets).
