I think we decided a long time ago not to require mailing lists to 
have ASCII addresses for list functions, hence the "where available" 
in the suggested text.  We could say "MUST", but a what that means 
is, "if you have an ASCII address for this list function, you MUST 
include it," which seems strange given that they don't need to have 
an ASCII address at all.
