I don't think that it is network onboarding, but application onboarding that
is desired.

To repost what I posted to the RIPE IoT list:

My colleagues at CIRALabs did something that might be similar to what you
want, as it deals with the connection/onboarding to the *application* server,
not the network itself, which is assumed to be managed by the Telco:
