Did you steer us to the right draft?  "Draft-ietf-pppext-l2tp-sec-03.txt"
seems
to only cover the case where IPSec is not available.   There is  a different
draft, "Securing L2TP using IPSec" (draft-ietf-pppext-l2tp-security-01.txt),
that may be more relevant, since it discusses several examples of how IPSec
would be applied to a set of representative L2TP-based configurations.

I'll try to post some comments on the draft  "Securing L2TP using IPSec" draft
later today.
