Good point, I guess it's a common assumption that behavior specified
in the standard is only required/expected from a node which
implements/supports that standard ;)

I guess we can say that if the client does not support DHCPv6-PD then
it MUST ignore the flag (as per RFC4861, see below).

says that Reserved field MUST be initialized to zero by the sender and
MUST be ignored by the receiver

so hosts which do not yet support the P-flag draft MUST just ignore the flag.
