I have re-read this and support it moving forward.

One minor comment: The whole draft, including the "Host Behaviour" section, assumes without stating it that the host contains an active DHCPv6 client. This is only a SHOULD in BCP220 (https://www.rfc-editor.org/rfc/rfc8504.html#section-6.5). This should be mentioned somehow - e.g. a statement in the Introduction that the mechanism is only applicable to hosts that implement that SHOULD.

Theoretically, an operator might encounter hosts that don't support DHCPv6 at all and will blindly use SLAAC. Presumably, such hosts will silently ignore the P flag, but I can't see any text in RFC4861 about handling unknown flags.
