Not from what I've seen…. not in industry. Or in military developments. 

Oh, another issue - if I understood you correctly, the MAC that you propose putting into the discovery packet would then be "assumed" by the receiving router? If that's right, wouldn't DLEP become something of a "DHCP for MAC addresses"? This looks really, really wrong to me.
