Yes.  ICE packets aren't visible at the interface between the
SDP-driven transport apparatus and the application that handles the
media flows; ICE packets are associated with the setting-up of the
transport associations.  If one transport association carries the
media for multiple m= lines, its ICE packets are clearly not associated
with any single m= line.
