As I have mentioned earlier, I am not sure what was the intended use case
for DTLS over SCTP and if it was ever implemented, but I can see how this
can be useful to provide security for multi-homed SCTP connection. I do not
think DTLS over SCTP would be ever used in combination with SDP.
