I think that these two are the actual requirements:

8. Detect a dead-end: where there is no further chance of success
because there are no more candidates forthcoming and all combinations
have been tested

9. Have a means to remove candidates from the set that a peer has
offered (I'm not sure if a peer might want to remove candidates its
peer has offered, but a peer should definitely be able to retract its
own candidates)
