ICE ends.  A candidate that arrives after that point is not going to
change anything.

Almost.  I think that Justin has identified the gap reasonably well in
his doc.  (Justin, please turn this into a draft :)

Honestly, I think that this is the sort of thing that ICE-bis should
be tackling, more than just a little fixup.
