Correct. RFC 5245 does contain all the pieces needed to define a trickle extension, but people will have to figure out the details themselves.

Because, if you want to implement trickle according to the trickle draft it has to be based on 5245bis, because some of the algorithms/procedures are 5245bis-specific. 

For example, the check list state update procedures in section 12 are based on 5245bis. Those are different from the procedures in RFC 5245, and were done based on "Emil's table".

Section 8 is another example where the procedures are 5245bis-specific.
