Authors,

I reviewed the document and has a number of comments, captured in a
word-file (whew), but I don't have a better review tool.

There quite a bit of comments, but most are just for clarity
and straightening up naming of message and code elements.

I've not looked at the IANA section, that is normally something
the shepherd do when writing the shepherd write-up.
