I would be very interested to hear what others have to say on this topic.  My experience is that in the WGs that I follow, that most of the contributions have a fair amount of merit.  Of course, some more than others.  And sure,every once in a while, someone makes a comment that is not so great and it is, by and large, disregarded or censured by the community.  
But, that is only my experience and only one data point.   What do others think?
