The language change seems benign change, although not really necessary. 
Yes, I see what you are asserting about the term "international 
organization" but that does not match the first definition I found online:

      "An international organization is an organization with an 
international membership, scope, or presence."

which is the opening to the Wikipedia entry for the term, and cites "The 
Penguin Dictionary of International Relations" as its source. That 
matches the IETF nicely, IMO.

However, the Encyclopædia Britannica is more in line with the 
interpretation you suggest.

So as I said, the change you suggest is benign and does seem less likely 
to invite this particular terminology debate.
