I have a question about the item #12,
the draft "bulk-re-registration".

In the section 1, there is a formula:
transactions/sec = (number of registered MNs) / (binding lifetime*4) 
I don't understand it, why we multiply lifetime by 4?

In my mind, there are two messages in the re-register flow, a PBU 
message and a PBA message, and the re-register interval is the lifetime.
A PBU and a PBA also constitutes one transaction.
So, for one MN, in the duration of the lifetime, there are two messages,
and the message rate is:   message/sec = 2/lifetime,
the transaction rate is:   transaction/sec = 1/lifetime.
For a MAG or a LMA, the total transaction rate is:
transactions/sec = (number of registered MNs) / binding lifetime.

Is it right?
