Shouldn't we be first discussing the need for the RADIUS and Diameter
work in the context of NETLMM before we go to those chairs asking their
WGs to do some work for us?  I think the discussion on the need for the
work should happen as part of the rechartering discussions, knowing that
if we decide it is needed, we will ask RADEXT and DIME for input on
whether the work can happen there.
