I would like to add my comments to the value in this IETF draft and on standardizing YANG modules for configuring SNMP access parameters within a network element.

If NETCONF/YANG is used for configuration management of a network element, but SNMP is used for Fault Management and Performance Monitoring, an SNMP Agent still must be configured when a network element is deployed into the field.  Therefore, there needs to be a way to configure the SNMP Agent parameters, using NETCONF/YANG, so the OSS tools can perform FM and PM management functions using SNMP on the network element once that NE is brought into service and operational.  Since the SNMP access objects are standardized by IETF within MIBs, it only makes sense that IETF standardize these as YANG modules as well, so that the industry has one set of YANG modules, instead of every vendor developing their own proprietary YANG module to provision their SNMP agent for operation.
