Why is decruft a special case that requires special handling
regarding references?  What Harald A. and I have been advocating is
NOT treating it any differently that anything else.  For MIB work we
came to the agreement that updated MIB documents would not cause the
IANA to update the references in the SMI numbers database;  rather,
the references would point to the document associated with the
initial allocation.  As far as I know everything else is handled
that way, and I don't see why decruft should be an exception.
