We have it inserted into the 96 version of the standard, currently at Draft
Standard level.

p.s. it is documented in my latest version of 'Managing the Root Naming
Context' paper of the IDS group (that I circulated at last week's
Paradise-nameflow meeting, but not yet to the whole group. I am working on a
further addition at the moment.
