Seeing no contrary views, I think the consensus is that LAST is
required to be persistent.  As I read it, modulo some wording nits,
this is not a change from RFC 1460 et al.--popper is simply
non-conforming in this respect.

If that's the consensus, our options are one or more of the following:

a) Make LAST optional.  This may cause problems with existing clients.
b) Add a warning that some servers are non-conforming in this respect.
c) Create a new command that is a synonym for LAST and say we really,
really mean it this time.
