Oops, this reads in a really odd way.

Change:

The SSID MUST be UTF-8 encoded as the SSID may be UTF-8 encoded.

To:

 As IEEE 802.11 allows that SSIDs may be UTF-8 encoded, the SSID MUST
be UTF-8 encoded.
