  That's not needed.  What has been requested (by me via IANA) are new values for Acct-Status-Type.  These require expert review, and not standards action.

  There is no suggestion to assign new packet codes or attributes.

  That is of key importance.

  For Acct-Session-Id, we can make recommendations for how it's values are created... with no inter-operability issues.  All consumers of Acct-Session-Id treat it as an opaque token.  This behaviour is implied by RFC 2866.

  Recommending *better* values fort Acct-Session-Id has no impact on existing NASes, proxies, or servers.
