Yes we put up the problem statement to check if it makes sense and if at all solutions already exist. 
Thanks to Cenk and Simon, we know the problem is real and it also impacts others.
We also have been working on a solution and a prototype. We will soon put up the solution draft as well in the group.

I took a quick read.

You have identified a problem; at this point are you just seeking confirmation that it's a real problem, after which you might propose a solution?

The subject of rechartering to do RPL maintenance will be a major agenda item at IETF95.  The rechartering as proposed would definitely cover
your work.   Our AD has indicated that he will support the rechartering once
the current work items are done.

(That's a hint: we need more comments and ideas on for useofrpi...)
