Thank you for the detailed comments.
Please see my previous email (posted a few minutes ago) in which I offered 
a Rebuttal based primarily on the Critique that Lixia submitted on Feb. 13.
I understand and appreciate your comments very much.
We (me and NIST folks) are writing a substantial revision to our paper 
on this proposal, and we would find your comments/critique very helpful in 
making the revisions as well. I am facing a couple of deadlines this coming week.
But I will get back and offer my responses to your comments
shortly thereafter. In the meantime, please do take a look at the
rebuttal I posted as I feel it addressed some of your concerns as well.
