Thanks for the very comprehensive plan, it looks good to me.

On the issue of lists:

Other leadership lists are private (closed readership) whereas the RSAB list is public (open readership) and so if we allow open posting that turns it into an open public mailing list, even if we don’t allow subscriptions (people can just use IMAP to get all the list messages).  That would not be helpful at all.

The other alternatives are to use the RSWG list or the RFC Interest list.  

My preference is last-call because a) that’s intended for this type of discussion; b) that's where the documents related to the change of the RFC Editor model were discussed (as well as other places); and c) it will be discussed there anyway,
