RCS has different modes. If RCS sees VoLTE is available on that device then it uses VoLTE for audio/video communications. In general RCS uses underlying audio/video calling technology that is available, per access technology (including non-3gpp access), on the device.

There is a detailed description of this in table 2 of "Rich Communication Suite 5.1 Advanced Communications Services and Client Specification Version 4.028 November 2013".
