This 2nd NAT was the case in sdnat-01. This has changed in sdnat-02, where the SD-CPE
pre-shape IPv4 traffic with both address & port, so the SD-AFTR does only decapsulation
and ACL check. No NAT is done at all in the SD-AFTR.
