Hi Yiu,

Sending back an ICMP message when receiving a port out of range should be configurable IMHO. 

When receiving a port out of range, the behaviour of REQ#12 (A, B and C) of http://tools.ietf.org/html/draft-ietf-behave-lsn-requirements-05#section-3 can be followed by the AFTR.

No need to define a new ICMP message for this; ICMP message Type 3 Code 13 is fine for this.
