Classic PMTUD (as in getting back need-to-frag/Packet-too-big ICMP 
messages) is something TCP relies on by standard, and this is default on.

The problem is when an ICMP error message isn't generated or doesn't reach 
the intended recipient, that's when blackhole occurs, and what I want to 
solve.
