The new text looks good expect that there was also recently a proposal to extend QUIC to support splitting: draft-ietf-quic-multipath. That spec says explicitly the following:

"Mark a path as "available", i.e., allow the peer to use its own logic to split traffic among available paths."

draft-ietf-teas-rfc3272bis would be more accurate if it says the following:

NEW:
   Extensions to support splitting using QUIC are being specified in [I-D.ietf-quic-multipath].
   Likewise, extensions to Multipath Datagram Congestion Control Protocol (MP-DCCP) 
   [RFC4340] to provide support for splitting data traffic of UDP and plain
   IP flows across multiple paths on a per-packet level can be found in 
   [I-D.ietf-tsvwg-multipath-dccp].

instead of 

OLD:
   While no support for ATSSS splitting has yet been developed for QUIC,
   extensions to Multipath Datagram Congestion Control Protocol (MP-DCCP) 
   [RFC4340] to provide support for splitting data traffic of UDP and plain
   IP flows across multiple paths on a per-packet level can be found in 
   [I-D.ietf-tsvwg-multipath-dccp].
