As, that's before the draft was adopted as a WG item.  The working
group is in the midst of changing editors.  The most recent version of
the protocol can be found here:

I expect we'll see a -01 version of
draft-ietf-hybi-thewebsocketprotocol shortly once the new editor gets
up to speed.
