It's a known issue with a known cause; see reply at [1] to my earlier 
report of this.

The two webservers for tools.ietf.org behave differently, hence the 
Heisenbug.  You can compare these two commands to see it in action:

curl -LI http://zinfandel.tools.ietf.org/html/rfc7252 -H 'Host: tools.ietf.org'

curl -LI http://dechaunac.tools.ietf.org/html/rfc7252 -H 'Host: tools.ietf.org'

By these words from Robert [1]...

...I'm guessing tools.ietf.org and its redirects will soon be served by 
a brand new webserver rather than zinfandel/dechaunac (the two which 
Henrik looks after) so if this is still the plan then the problem should 
go away.
