Mostly thats a question of WG consensus and not what the chairs think.

I suspect the WG is currently (like me) trying to catch up and isn't really in a position to
form consensus around anything.

We clearly need that to change. Forming consensus is what the IETF does and that can't
happen in the current environment.

Following the various threads that typically involve Justin and Dick I am scratching my
head trying to fathom how it is that two of the most experienced, intelligent and deeply
technical persons in the IETF are able to consistently and repeatedly missunderstand each
other so often.

Whatever the reason I am sure (again as chair) this *has to change* for the WG to get back
on target.
