As written, the ITU can only assign URNs to things that it *publishes*.
Whereas many other organizations want to be able to assign URNs to
some things that they do not publish.

Sorry, I read that section hastily and overlooked that the first
sentence permits URNs to be assigned to other things than Yang modules.
Nonetheless, I find the emphasis on Yang modules to be surprising.
